depends on what you want to do with them...
1. make a custom vehicle/building skin 2. use it in a 3d modeling program
1. first, you do whatever you want to the tex, save it as a 256x256 px .bmp, open it in MapViewer(you have to open a .act first, see .zfs for those[I always use mars]), save as ****.map. If you are wanting to use it on a vehicle, just name it after the stock .map that the vehicle uses, put it in \addon, and POOF! you have a custom texture... (don't forget to backup the stock map, if it's in \addon)
2. if you have a 3d modeling program, and you don't know how to use it to the extent of not knowing how to apply textures, seriously, learn more about the program...
