"this file"? As in, just 1 file? There's usually going to be more than 1 file needed to put something from TRO into BZ.
You need:
Object file (bbtowe.odf)
Vehicle Definition File (bbtowe.vdf)
3D model parts (bgn11*.geo)
Texture (bbtowe00.map)
2 ZFS files have textures:
odyhw16.zfs has normal sized textures.
odyhw16l.zfs has large textures.
So, a complete list of what files you need to copy from TRO to BZ to add Black Dog Gun Tower:

A total of 10 files.
Regular BZ doesn't have the model and texture for Black Dog Gun Tower, so you have to copy all of it.
EDIT: You might want to rename bbtowe.vdf and bbtowe.odf. I was modding an NSDF IA mission into a Black Dog IA mission and I didn't realize that even though BZ has no Black Dog Gun Tower, it's in BZ's mismatch check for online play, so later when I tried to enter game, I got the mismatch error.
