I guess that's something like
rejoining in strat; it shouldn't be done, but (unfortunatelly) it's an option, so some people do it. I don't think it's a kid or a retard thing, it's mostly done by noobs or classic game disruptors.
There are rare cases when that kind of action is justified (hacker in the game), but then that tank (?) should only go after a bad guy...
I don't know much about bomber games, I'm a stratter and a tanker. I use mouse, not joystick and I don't have split button reprogrammed. And above all I'm not interested in bombers.
You are the most active bomber on this forum and since recent in the lobby too, maybe you could explain to all what "stock bombers" (is that how you name your games?) means and what rules have to be followed. There are no general rules in BZ, only moral, so you will have to be specific. Don't say "no spawning" cause that's not a rule and we already discussed it
here. Focus on general bomber game rules.
When I first time came online I was playing strat only, so it took me a while to realize what "FFA" means.

I remember having problems with "stock bombers" too, cause I thought, of course my bomber is stock, I don't hack, hehe. Later I realized I'm not allowed to pick up weapon powerups when there's "stock" in the title. Explain those things in your bomber guide. Then you will be able to give a link to the people who really don't understand it from the title or from your in-game warnings.
As for troublemakers, that's a bit more complicated... Maybe Spork can explain it?
