Some of these I haven't used, but they come with some kind of "readme" file that describes what they do...
BZ soundtrack - It's the music from the Battlezone CD. Play them with media player.
BZ act - Does something with the color palettes from the game. (.act files)
BZ demo - Old demo of BZ before its 1998 release. (1.0)
BZ HGT - Creates height maps from images.
BZ LGT - Seems to have something to do with lighting on BZ maps.
BZN editor v5 - This allows you to edit the object references in .bzn files without the technical complexity of a hex editor.
BZ skins 24 bit - These are just some of BZ's textures, as 24 bit bitmaps. You can't install these, I suppose they're for modders.
Custom Sniper scopes - Custom crosshairs for sniping. Each scope is in its own folder and they're separated into two main folders: BZ and RO. Which one you pick depends on whether you are putting custom scope in Battlezone or Red Odyssey. Each scope has 3 or 4 files that go in addon. Also included is the default scope in case you want to get rid of custom scope.
Map Viewer 4a - This utility allows you to view/edit BZ's .map textures. You first open a palette, such as objects.act, then select a texture.
odysseypatchv13 - The 1.3 patch for Red Odyssey. (Already applied in BZ 1998)
RO soundtrack - It's the music from the Red Odyssey CD. Play them with media player.
SDF viewer - Allows you to view SDF model files, which are structures like the hangar.
unzfs - This extracts BZ's .zfs archive files.
vdfviewer12a - Allows you to view VDF model files, which are vehicles like tanks.

I am also having difficulty locating some of the programs mentioned in
ia-mission-tutorial-t1135.html. I can't find bzcp or ezbz mentioned in the utilities section of the post in the downloads section. I would continue without them but my dos box says maketrn can't run in dos mode.
It's an old tutorial written by somebody else, and some of the tools mentioned are missing or can't be found, but are not required for making maps.
