Unfortunately, in sync off strat is given option to join/rejoin as long as there's empty slot available. Creators idea was giving option to the host to start a game and others to join later. Someone being able to rejoin 100 times is probably a loophole. Maximal number of joinings/rejoinings was supposed to be the same as number of players set before the game.
That means in 3 players game only 2 may join the host. When 3 fight, 1 gets beaten and leaves the game, nobody is supposed to take his place. Those 2 that remained should finish that game alone. There's no scrap for a 4th player anyway.
If you are beaten, you shouldn't rejoin. Sync off is for new players to join, not for old to come back. You can rejoin, but you shouldn't. That's broken like a /kick in DM. You are able to rejoin although you shouldn't be. So if you actually do it, you are exploiting a bug. It's a big NO NO.
There is an exception of course; when you join someone's strat, he's alone there for a long time (he didn't fight anybody) and he destroys your rec as soon as you joined. Although it's pointless, you may rejoin and try again.
Same (exception) rule doesn't apply if 2 players are in the (long) game and you join to be destroyed instantly. You shouldn't rejoin, let them finish their game.

I rejoin because there's often only one strat game playing at any one time... I hope people aren't annoyed by this

How you think that one game started? Someone decided to host and made a sync off strat... he started to collect and build, and the game eventually filled...
If you see potential stratters sitting in the lobby, create a game. People always rather join fresh strat, with some scrap left, than old game.
If the lobby is empty, and only game up is that strat where you got beaten, ask approval from other players in the game, before you rejoin.

Rejoining shouldn't be an issue unless it's done maliciously. Typically, the respect line is to give them a few minutes to adjust accordingly and then it's a free for all.
The rules of the new players these days are interesting in that more often than not it leaves the games, to a degree, off skew. It's not good or bad, it's just different. And as mentioned in a previous post, if there are no other gamers, games, or players to play, then why not rejoin?
Additionally, Strategy is about the unexpected and the interpretation and overcoming of unknown variables. It makes you think and you should always be thinking in this game. The unexpected possibility of being beaten should be a welcomed variable, especially to the master player.

Even though Westpac_79 is one of the "bad" strat guys, he's a part of BZ and I kinda like him. When I was a noob, I was whining because of the things he would do. Now I know better. His speciality is to rejoin 15-20 times, until he gets someone's Recy...
If someone rejoines because he spawned in the "wrong" base, or because he can't deploy stuck Recy on a Pac-Man, or simply because he's new and he doesn't know better, he's not the "real" rejoiner. There's rejoining and there's The Rejoining.
We are talking about The Rejoining here.
