I'm guessing anything on radar is within range?

I'm about to destroy the CCA Recycler in "Behind Enemy Lines"

How close do I need to be?

Thanks in advance.

Howies usually have a max range of 1000M IF they are on high terrain and there are no walls blocking the shell. If there are high walls, you can forget using howies.

Just so I have this correct, if a target is in range, it will show up on the "Attack" menu?

Exactly how does that work?

To tell your howitzers to attack something, you have to be in range of it or alternatively build a comm tower and issue the orders that way. If the howitzer cannot reach the target, it will say "Out of range!".

FYI you cannot shoot as far if you are piloting the howie yourself. (I think...)

I tried it about 1700 meters from my intended target and there was simply nothing on the Attack menu but it didn't say anything

That is correct; there is a limit to how high up you can aim, whereas for the AI, there is no limit. That is why AI controlled Howies can shoot at a completely upward direction.

The attack menu is for you, and all enemies within the range of YOUR radar can be targeted. It is irrelevant how far away or how close your howies are to your intended victim in terms of using the attack menu. For example, if you wanted to shell a gun tower that is say 1000m away from your howies, all you need to do is to get within (for a Grizzly) 400m of the Gun Tower so that it appears on your radar, then select the howitzers and pick the Gun Tower as the intended target.

If your howitzers are within range of a target for themselves (300m I believe) then they will fire at the enemy without needing your permission.

The mission is Behind Enemy Lines and there is a nav beacon inside the CCA compound. I'm to destroy their recycler.

I used to use howitzers for that mission, but 8 tanks, 2 bombers, and yourself armed with SP stabbers is more than enough to take out that Recycler. Don't attack by the southern route, go up around to the north through that huge scrap field, and then come in from behind the base. slaughter!!!
