I would put my money on them being an elite part of NSDF based on the cool looking intro for Russian Mission 2. Of course any strategy game with a hard to believe storyline can afford a few mercenaries here and there. 2 superpowers in space struggling to grasp the bio metal technology run into trouble with a high tech extra weapon mercenary group heh heh...

Well the Black Dogs have Bolt Buddy tech, which is found in the furies, available to them via the armory. Along with the fact that the NSDF doesn't use Bolt Buddies, It's further suggested that the Black Dogs are in fact a separate faction. But it seems to fit more nicely that the BDogs are an advanced, fearless squadron of the NSDF as they're both from the United States, both share the same unit shapes and design schemes. Where there's the beige colours on the NSDF units, red is there instead for the BDogs, for example on the Badger Turret and Sasquatch Walker. You also never hear of the NSDF being in conflict with the BDogs at all in the campaign, maybe in IA missions you might, but not in either of the official storylines. Raised this topic from the dead because I think it could become interesting

Special forces get all the cool stuff before the regualr army does.

The Black Dogs are definitely an elite squadron of the NSDF. CCA Mission 3: "The Evil Battalion" says it all for me. Of course you have Black Dog traitors in some IA missions, but that doesn't count.

Elite/Advanced part of the NSDF.
Although it is implied in BZ2 that Dr. Armond B. Evil did work with the dogs and fury tech (these black dogs become scions...?), I don't think they had fury tech in any respect during BZ1.
I DID HEAR, HOWEVER, that the black dogs were sent on several secret missions to squelch NSDF rebellion from time to time during the conflict... ;0
