What does odyssey14.exe have to do with anything? That's RO that goes to 1.4 lobby. You shouldn't have to download that separately, it comes in the installer.
Actually the stutter and hesitation happens at all times and has even begun affecting BZ. I did not have this problem with BZ before.
"Cheesy" is what the Recycler and other images looked like. Almost like the pixels had gone through swiss cheese.
