So here is the problem...
In software mode, I can start the game in fullscreen, the menus run fine. However...
Upon entering the game world, it runs fine for a very short amount of time (say, below 1 second) at an FPS of about 120 or so. Then, the graphics go to a dead stop- but the game still responds! I hear sounds, I can still do things, give orders etc. ; I just can't see what I'm doing, as the graphics do not move, as in, a dead stop. No matter what mission I play the same thing happens. Higher resolutions only make the problem worse, as in, reducing the time in which the graphics respond.
Another thing, I have tried the ACT (I believe it was called) trick for Vista. The problem was not remedied.
I can play the game in a window via configurator tool, but, as no vsync is applied, I get an FPS of about 5,000 (yes, people, FIVE THOUSAND!), which makes the mouse act like a drunk driver and leads people to accuse me of cheating due to increased firing rate and movement speed. This I understand.
However...
I can run the game O.K. in a Win95 emulator (Can't do Win98, no install discs and I'd love to stay legal

), however the mouse in-game is whack. Going up goes down, but then going up again jumps it to the top of the screen, going down flips my tank upside down, and going left goes right.. etc.
